The 32-year-old attacker, who is free to discuss a move away from the Stamford Bridge in January and he is thought to be a top target of the Turkish club.
According to Takvim as cited by Daily Mail, Sporting Director Damien Comolli is keen on to sign the former Barcelona wideman and he is considering to make a free transfer.
The Spain international has featured eight times for the Blues this season, with only three of those came in the Premier League.
Pedro joined Chelsea from Barcelona four years ago and has since gone on to make 191 appearances for the west Londoners, contributing 46 goals and 26 assists in the process.
